Inspiring Quilting
I made a late-Victorian fan skirt out of cotton twill using a pattern by Black Snail patterns. Here is my review of the pattern.

1890s Umbrella Walking Skirt Sewing Pattern | Keystone Guide to Jacket and Dresscutting | PDF Digital Vintage Sewing Pattern
This pattern is drafted out of the popular Keystone Guide to Jacket and Dresscutting published in 1895. It is the walking skirt on pages 82-83 and is the fullest option presented, being the Umbrella Skirt. The skirt is flat-lined and it features an 11” stiff interfacing at the hem, an optional 4” gathered dust ruffle. The closure is at center back and features a large, hidden pocket inside the seam of the 8” placket; the pocket is suspended from the waistband with a small length of twill tape to ensure its contents do not weight down the back. It closes with hooks and eyes and snaps. This pattern is suitable for a 24” waist and has approximately 42” hips at the fullest point. This was the average difference between waist and hips during the late 1890s and early 1900s as both corsetry and intense hip padding was utilized. Make a mock-up to ensure you have your desired shape and effect; size your pattern accordingly. Center Front: 40” You will receive: -PDF of the pattern sheet -PDF with assembly and sewing instructions -PDF guide to grading vintage patterns -additional resources linked throughout
